The Television and Video program provided opportunities for artists, producers, directors, writers, critics, and curators to explore and develop the creative possibilities of video and the distribution possibilities of broadcast, narrowcast, and closed-circuit television. Participants created and produced new works of video art, cutting edge broadcast works, engaged in collaborative projects with the performing and visual arts, and explored the implications of video and television for broadcast and distribution policy in particular, and for cultural expression in general.

Co-production applications from individuals, broadcasters and exhibitors which provided professional development in creating new cultural product, artists’ projects or innovative television were evaluated twice a year. Thematic residencies focused on key issues in media and cultural practice. The summer and fall 1994 residencies explored memory and history.
